John deere L120 with 3 blades. Have tried penetrating oil, impact wrench, heat torch, and vice gripes and hammer and cannot budge the bolts holding blades on. Any suggestions?

Boy, it sounds like you tried every trick in the book and I'm sorry to even suggest it. But, are you turning the "right" way? Quite commonly, those bolts are reverse-threaded and need to be loosened to the right rather than to the left.
