Dig. You can dig inside to just below the footer and continue the water damage to the foundation (the cheapest and most wrong way). Or, you can dig outside to also waterproof the foundation and drain the water away before it can find a way to do any damage (the right and best way). You'll need a Basement or Foundation or Waterproofing company, permits, heavy equipment, lots of gravel, lots of pipe, maybe a dumpster and maybe a sump pump.
