I'm out in a more rural part of PA and noticed somthing weird with the lines near my property. There's this piece of equipment—looks like a fuse box or some connector—just dangling off the main wire and it looks pretty beat up. It isn't laying on the ground or anything like that, but every time the wind picks up and it starts swaying, I can hear this distinct zapping sound. It's like a loud buzzing or crackling noise that definitly shouldn't be happening. I'm not realy sure if this is an emergency for the fire department or if I should just call the utility company since the power is still technically on at my house for now. It feels like it coud cause a fire if a spark hits the dry brush underneath the pole. Since it's kind of tucked away on a back road, I don't think many people have even noticed it yet. Does anyone know the best way to report this so it actually gets fixed before the whole line snaps? I don't want to be that guy calling 911 for something minor, but the sound it makes is pretty sketchy. I'm worried a big gust of wind is going to bring the whole thing down.

That zapping sound you're hearing is almost definitely a **cutout fuse** that's broken loose or has a failing connection on the tap. When it sways and gets close to the grounded bracket or another wire, the electricity jumps the gap. That's where the crackling comes from. Even if your lights are still on, that piece of equipment is energized at thousands of volts, and it's basially a ticking clock before it starts a fire or burns trough the wire completely.
You should call your utility's emergency line immediately. Since you're in rural PA, you're probably on PPL, FirstEnergy, or a local co-op. Don't bother with the standard customer service line or the online outage map since your power is technically still working. Tell the dispatcher you have "arcing overhead equipment." That phrase usually bumps it up their priority list beacuse of the fire risk. Before you call, try to grab the **pole number**. Look for those small metal tags nailed to the pole—they usually have a mix of letters and numbers. In rural areas, that's the only way the lineman is going to find the exact spot on a back road. If the utility doesn't pick up or gives you the runaround, that's when you call the local fire department. Arcing over dry brush isn't something to ignore during a windy stretch.
And definitely don't worry about being "that guy." Utility crews would much rather pull a fuse or tighten a tap during the day than have to replace three spans of wire and a pole in the middle of the night because the line finally burned through and hit the ground. Just keep your distance untill they get there.
That 'arcing' term makes way more sense than what I was thinking. I tried to get close enought to find a pole number earlier, but the buzzing got so loud I actualy felt it in my chest and backed off. Quick question though—is it dangerous to even be standing near the pole if it's doing that? I've heard stories about 'step potential' where the ground gets energized, but I wasn't sure if that only happens when the wire is actually touching the grass. defintely calling the emergency line now before the wind picks up again tonight.
The buzzing you felt is a massive red flag—that's the electromagnetic field from the high voltage. Step potential is mostly a concern when a wire is physically touching the ground, but if that connection fails and the line drops while you're looking for a pole number, you’re in a bad spot.
Stay at least 35 feet away, roughly the distance of one full pole length. If you ever find yourself too close when a line hits the deck, keep your feet togehter and shuffle away without lifting them. Whatever you do, don't take normal strides.
Another thing to watch for at night is if you see a faint orange glow or tiny sparks on the wood of the pole. If that hardware is loose and arcing, the electricity can start "tracking" across the crossarm or down the pole itself. Once the wood starts carbonizing, it becomes a conductor and the whole pole can literally turn into a giant candle. Since you're in rural PA, grab a nearby house number or the closest intersection to give the dispatcher. Sometimes those metal tags are missing or rusted over on older lines, so giving them a physical landmark helps the crew find the right spot faster in the dark.
One way to confirm exactly wich pole is the culprit if visibility is low is to tune an AM radio to a blank spot on the dial. The interference from that arcing will sound like a machine gun through the speakers as you get closer. It's probly a loose hot-line clamp or a stirrup that's vibrating against the main run. Those micro-arcs are literally pit-welding the wire, making the metal more brittle every second. By the time you hear it from the ground, that conductor is likely already half-chewed through.
