I'm staring at this wierd electrical setup in my living room and I am totally lost. There is a standard-looking outlet about seven feet up the wall near where the previous owners had some art. Directly under it, by the baseboard, there is another recessed hole with brush bristles and a male three-prong plug sticking out. It makes zero sense why the frig there whould be a male end on the bottom like that. It just looks wrong. My buddy came over and thougth maybe it was for surround sound, but that doesn't explain the power plug. I have never seen a setup where you'd plug an extension cord into the wall itself to get power. Is this some kind of DIY cable kit I am not getting? I realy want to know if it is safe or if I should cover it up before my kid messes with it. I've never dealt with recessed inlets like this before and it is making me nervous.

What you're looking at is a power bridge or a hide-a-wire kit. That male end at the bottom is called a **recessed power inlet**. It’s basically a way to run power up to a wall-mounted TV or lit artwork without actually hardwiring a new circuit into the house’s electrical system. Most of the time, these are installed by homeowners who want to hide cables behind the drywall without calling in an electrician for a full rewire.
The logic behind it is pretty simple. You take a standard extension cord, plug the female end into that male inlet at the baseboard, and then plug the other end of the cord into a nearby wall outlet. This energizes the top outlet. It keeps people from just burying a cheap extension cord inside the drywall, wich is a massive fire hazard and a code violation. Since these kits use rated Romex or similar cable behind the wall between the two boxes, they're genrally considered code-compliant in most jurisdictions.
As for safety, it's fine to leave it as is. If there's nothing plugged into that bottom inlet, the top outlet is dead—there is no power going to it. Your kid can't get a shock from that male plug because it isn't "hot" til you manually connect it to another outlet with a cord. It's essentially a dead-end bridge. The brush bristles next to it are just for pulling HDMI or speaker cables through the wall so they don't dangle.
I've installed plenty of these for people who didn't want to pay for a full electrical permit and a difficult wire-pull through studs. They’re handy, but they look a bit wierd if you don't have a TV or art covering the top hole. If you don't plan on using it, you can just leave it alone or swap the plates out for blanks. Just don't ever try to wire that bottom inlet directly into a circuit behind the wall. That’s how you end up with a "suicide" setup where you have live male prongs exposed, which is incredibly dangerous.
So if I actually use this for a TV, should I plug the extension cord into a surge protector first? I'd hate for a power spike to fry my screen since it’s basicly just a bridge. Also, is there a limit on how much I can plug into that top outlet? I was thinking about adding a power strip up there for a soundbar and a Roku, but I don't want to overload the internal wiring. It just feels wierd using a regular cord to feed power back into the wall.
Using a surge protector at the bottom is actually the smartest way to do it. It acts like a master switch for the whole bridge. As for the load, those kits ussually run 14-gauge wire behind the wall, so it’ll handle a standard 15-amp load no problem.
I wouldn’t cram a huge power strip back there though. It gets crowded fast behind a slim mount. I usually just use one of those small 3-way wall taps. Just make sure the extension cord you use to jump power from the wall to the inlet is at least 14AWG so you aren't creating a bottleneck at the source.
