wtf. Cant send emails to .com addresses as apparently this programme is blocking them from being sent Can this be right ?

Details, they help.
Could be that your IP address or one used by your ISP has been caught sending spam and ended up on a blacklist
Presumably 89.100.47.52 is your current address from NTL Ireland? That doesn't seem to be listed
try with the IP address of whatever mail server you send via ...
