Can anyone recommend a paintable external caulk that I can clean up > with water?
SikaFlex 291 or 292, 3M 5200.
The house will rot away and the caulk will still be there.

While I concur with the DAP "call," be sure a good exterior spackle might not be more appropriate in some of those areas as caulk tends to "shrink."
