Would a 4-6in re-inforced concrete slab be substantial enough as a base for a 4in think concrete block workshop?

Are you expecting things to have changed much since January 8th, when you last asked? If its size, location, and materials aren't as prescribed, you won't have much say - but the building inspector certainly will.

This is a different senario....This building is at the bottom of my garden, and building regs will not apply in this situation
