Spotted these rooftop houses while working up in Middlesbrough the other day.

How many years until ground level rises to reach them?

Someone is *really* worried about the global sea level rising.

can you fit solar panels underneath them?

In Middlesbrough it's a race between accumulation of litter chucked out of passing cars reaching that height (probably 1-2 years) or the structure beneath being eroded by the acrid pollution from the skunk works next door.
