It looks like a tubular camera housing mounted vertically on a lamp-post, with a lens at the bottom looking out at about 45 degrees to horizontal and vertical, probably facing across the width of a road, although there's not a wide enough view to be able to say for certain.

It looks similar to one I used to see on a road near me, which was pointing almost vertically downwards as if it was looking at a section of the road surface very close to the pole that it was mounted on.

A close-up of the blue logo on it might help, but I doubt Mr HoH will be back ...
