weak flush on modern toilet

You unscrew the outer ring of the buttons.

Could very well be but if that does not work it's likely to be a plastic screw after prising out the silver buttons.

Or even perhaps just use a little more uumph to lift the lid, careful not to break it. They do it different ways just to confuse the DIYer :-(

Sounds very like the cistern I have in the downstairs toilet, the ring around the buttons should "just" unscrew (this may take some grunting and swearing as depending on how long the units have been screwed together the plastic parts may have stuck together but be careful as the buttons and ring/cylinder are only metal "painted" plastic)letting the buttons and ring unit come off in one, then the lid can be simply lifted off. The actual syphon unit is plastic and seems to have lots of adjustability built in for assembly time (various teeth on arms etc) some times these pieces can come adrift from he main unit, take the lid off and ensure all the pieces which should be attached are.
