The ground normally has a frost depth of anything up to twelve inches (300 mm) so the pipes are normally buried to at least twice that depth.

If it is an incoming main supply the depth is 750mm minimum.
If it a pipe across the garden for example to a greenhouse ... then it's up to you ... 450mm would be a reasonable depth for protection.
