Vinyl flooring questions

Was going to put wood in the downstairs loo but have now decided vinyl is more practical. In order to get a) more insulation, and b) get the levels with the hall more or less equal, I'm thinking of putting 18mm ply down first.

Is that sensible, and what are the gotchas?

The ply will be screwed down to the concrete - do I need to leave any expansion gap round the edges?

I assume I can stick the wc pan on top of the plywood/vinyl rather than having to cut round it?

Ply doesnt insulate, and under vinyl it rots. Cement topped insulation board designed for floors might be better.

I doubt WBP ply would rot.
