What sort of quantities? Contact a local tree surgeon who has one of those giant shredders. He might want to get rid of loads.
Speak to your local aboriculturalist (Tree surgeon) and ask them to leave a truckfull of chippings at your place, I get mine free as they are keen to get rid. Make surer there's no conifers in there and look for the odd chainsaw chain ;-)
Top up over the top with a couple of bags of proper bark.
I made a 40 X 20 horse exercise arena like this, cost me £0 ! (Didn't use the bark top up though)
