suspend 23 lb lighting fixture from celotex ceiling

client has put a celotex ceiling in a classroom. The celotex is screwed in ceiling joists 2 x 10 at 16 inches c/c. The light fixture is 2 feet x 4 feet metal box and is toggle bolted to the celotex ceiling on all four sides. My concern is the celotex ceiling will collapse with the weight.

It doesn't matter if you have a couple of million pound liability insurance to cover the cost of the injuries when it falls from the ceiling

I wouldn't do that either. AFAIK your options are

1. leave it & hope
2. fix it to the wood or steelwork
3. Put a similar fixing in somewhere else & test to see at what weight it gives way. It might destroy the panel of course.
