No, it's on the beach. Not even a crash helmet needed. Maybe a map, though. Somebody has too much time on his hands, but they are incredible things. Why not/
They are obviously motorised so they would need to be registered to use a public road, but these fascinating pictures only show them on a beach and there they are exempt.
The impression given is that they are wind-powered. Maybe Mad Ed would like to charge them for using his wind. Not that he doesn't produce enough of his own...

It looks to have a limited choice of directions. The sails don't look very adjustable and I wouldn't have thought it could tack.
They are far more sophisticated than you'd think. They are able to store wind power for a start. They can also sense water and move away from it.
At sufficiently high speeds close hauled sails are all you need. You just cant sail directly upwind or downwind really
