SOT: solar panel installation

My brother has bought a new-build house and the solar panels arefacing north. I am wondering if there is a technical or regulatoryrequirement for solar panels to face towards the sun, or if this ismerely public perception. Could the developers say if the outputmeets the required standard orientation is unimportant? (Scotland)

But doesnt explain why they weren't mounted on the south facing part of the roof when that was available.

This is exactly why I think the brother should find out what the specification is before entering an argument about whether it has been met.
