Even 7Kw instant water heaters did not exist back in the ?1950's when large rural areas were electrified.

That's why the BEV car companies, made all those cars for rich people first. And when the price of lithium batteries dropped, the savings were not passed along.
As far as society is concerned, everything is "business as usual". And what you will discover is, "the BEV transition is late", and how much it is late by, is a function of your current electrical network. Your electrical network isn't even fit at the moment, for the "normal" load. Let alone any huge increase. You're already starting on your back-heel, and having to fix two things at the same time.
This means, if there is to be a BEV transition, it's going to be slow. I hope the car companies are working on their Plan B (and of course they have secret plans up their sleeve for this, they're not as dumb as they look). There could be quite a few more years of hybrids. Quite a few. Thirty years worth.
You don't have to say "can't be done" out loud.

You can't have reliable BEVS, if you can't have reliable power. It would be as if petrol stations, only got loads of fuel once a month. And for two weeks of every month, you rode your bicycle instead :-)
Rest assured, all the charging equipment will need load shedding features, to manage the electrical supply. There will be days you wake up, and no killo watts went into your car last night. Despite it being plugged in. You'll check your web browser, and it will say "the wind did not blow last night".

German car manufacturers plan B for 2035 seems to be e-fuels and Italian manufacturers plan B is biofuels, the EU seems to have approved the former, but not yet decided on the latter?

I moved into an office block in the mid-80's which had been built in perhaps the late 60's. The electrics were done to a very high standard (for the time) because apparently the first tenants had been in the industry.
But despite looking very pretty, the ring main around the perimeter of the entire floor (with the odd spur to a floor-mounted socket) was only rated at 30amps, which was deemed sufficient for the occasional vacuum cleaner, electric typewriter or desk-fan. Then we started filling it up with dozens of desktop PCs. And woe betide anyone plugging in an electric kettle.

They can have that, not sure it's required though.
That's only been the case for ones fitted in the last 9 months, at least if they lose internet connectivity, they're allowed to charge, not required to shut-off.
A quick look at the Regs suggests that currently Chargers sold for Home use must have Smart functionality, the Regs do not say that they have to be operational and working when installed. There are still places in the UK with no Mobile signal and some areas require a Satellite connection for broadband.
Don't forget all the ASHPs. The central heating is likely to be on a lot longer than boiling a kettle or taking a shower.
Until Governments discover that they cannot use the same crop to feed their populations and to make fuel.

PV powering hot water is not normally a sensible idea. Solarthermal panels can do it at a fraction of the cost. Electric hot water only makes sese as a last ditch dump for otherwise completely unusable power.
I'm pretty sure that there is a requirement for the installers to notify the DNO beforehand - and it possible for them to refuse the installation.
100A fuse is more typical these days. If a fuse cannot be upgraded from 60A to 100A, the charger will likely be set not to exceed 3.something kilowatts.

I will take advice on that, but 7kW is 30A, and many houses have 30A spurs for cookers, or showers, despite only having 60A main fuses.
The difference being that only the electric chargers are designed to back-off if the 60A fuse is in peril.

Are you sure? When electrical standards change there is no requirement to upgrade unless newer work needs to be done. I imagine there are still quite a lot of properties with re-wireable fuses.

only if it could export more than 16A per phase (that's the G98 vs G99 difference) maybe there's some "in extremis" clause they could use?
