smoke smell in airing cupboard and fireplace

Hi, I have a smell of smoke in my airing cupboard after living in the house for 10 years, been here for 11 years, about a year ago the lounge started to smell, the wall which this is happening on connects to our next-door neighbour who smokes. I have striped the airing cupboard and painted a sealant on all the walls and the wooded shelving, then I painted with normal paint, I have retimbered the floor of the airing cupboard with 12mm hardboard and sealed the edges, the smell in the lounge is coming from a false chimney that had a back boiler in when we first moved in but, within three month the boiler was replaced and repositioned in the loft, I have plastered the walls of the false chimney where I can reach and blocked the area leaving room for an electric fire, in the loft I have split the flue and capped both ends. I have had an electrician, a plumber and the fire brigade (after advice from the Environmental Health department at our local council), to check out the airing cupboard and loft and all have been no help. I also had the chimney swept and he could smell the soot and cigarette smell but could only reach so far. Now the smell of smoke has started again in the airing cupboard and when it rains and the wind blows the smell in the lounge has come back. this is like a soot and smoke smell. Can anybody suggest my next step, I was thinking of a surveyor of some kind and what would be their skill, or any advice would be appreciated its driving me nuts!
