Good afternoon, What is the best thing for sealing yellowish damp stains on a plaster ceiling before applying emulsion? Is an oil-based undercoat ok? Thanks

If its damp you fix the leak and wait till its dry, any oil or shellac product should block the stain
Ronseal do a "Stain Block" spray which is dry enough in 10 minutes to apply paint over.

IME thats usually good enough, but not every time. But then thats true of more spcialised stain blockers too. if you get a blocking failed situation you just have to sandwich paint layers.
