Clarify "coming up"? Do you mean a message pop up in a dialogue?, a file saved with that name or file extension?
Download how? (i.e. click on it, right click and "save as" etc)
in what application? (IE, Edge, Chrome, Firefox, Lynx?)

People might be scraping Ebay for the pictures, then reusing the pictures without changing the filenames.
