The mistake is to underestimate the technical ability behind the international terror groups. The main on the ground fighters may well be recruited from goat herders but somewhere they will have a team capable of assembling an unmanned aerial vehicle and launching it . Even a substantial drone purchased in a hobby store could drop something chemical into somewhere like the super bowl final and achieve something drastic.
