Pipe fitting

This looks like innocuous solvent pipe fittings. The lower section in the photo was secured to a reinforced hose that goes to a water tank. The lower part has an external diameter of 17mm but also has an internal diameter of 9mm. Why? Is it made to be this thick so it doesn't crush under a pipe-clip?

It's actually quite some time since I've bought solvent weld 'glue'. Wonder if the formula has been changed to save the planet? Same as Evostick?
