Outside water valve/tap - what to use?

Have just discovered that sometime in the past (before I moved to my current dwelling) a thick blue 'hose' has been attached to the main water pipe towards the rear of my property. Not sure how this is attached as it's hard to dig down to check.

Said hose/pipe is mostly above ground and is one very long length, is pale blue in colour and in terms of width seems to be about the same as a normal garden hose, BUT it's a lot thicker and harder to bend. It's currently 'turned off' by means of the previous owner basically tying it in a few 'knots'/kinks so as to stop the water running out of the end! Must have been like this for a few years.

As this *appears* to feed off a main pipe I'm wondering what type of valve/tap I can attach to this, perhaps even something with a fitting that will allow me to clip on a standard garden hose. I'd like to be able to shut it off completely during the winter.

Any ideas please?

Could be the MDPE stuff, 20mm, thats usually used for the main feed to a property. Maybe it went to an out building? Look in e.g. jewsons for fittings. See
