Well it has been said that people are preparing to remove savings and money. However if they do it will be the end of civilisation as crims will just burgle you ad take it all. I think what you are talking about is negative interest. What should happen is world trading on stock markets should stop, and prices from a given date frozen for all things. Yes businesses will have to make no dosh for a while, and I guess wages will be lowered, but this is a short term issue and every country for themselves seems to be the fastest path to anarchy I know of.
