Or by a line of condensation on the side of the tank.
You pour hot water down the side of the tank, which heats up the steel above the level, more easily than below where the liquid is, so the moisture above then evaporates quicker.
Easiest is a see through cylinder, where you can simply shake the container to see the actual level.
Not with Acetylene.
Acetylene bottles don't contain "just pressurised gas" because that would be explosively unstable. The acetylene is dissolved in acetone, and the bottle is filled with a porous material to prevent buildup of gas pockets and stop decomposition from propagating.
