How to fill gap under window-sill?

A builder put in a new window-sill in our kitchen a year or so ago, and I just noticed that there is a large gap - up to 1 inch at one end - underneath the sill, and there is a strong draught through this space on windy days.



I'm wondering what is the best way to fill this gap?



I should say in explanation that the sill was put in when our sash-windows were restored. We didn't actually ask for the sill to be put in; I presume the builder did it because he thought the existing setup did not do justice to his window.



Also the space is probably there to level the sill.

A mortar mix would be best. £5 or so for the materials. You'll need only a couple of kilos or so of cement, but will have to buy a 25kg bag, so maybe go to one of the DIY stores to get a small bag if you are unlikely to use the rest. Another way would be expanding foam, with a finish of silicone sealant on the outside.Again, £6 - 8 in materials.Can be a bit messy.

1:6 mortar would be good. If you dont have any use for 25kg you can get dinky little bags of premix which would be fine for this job.
