You cannot escape the fact that fresh air keeps people and fires alive. acrive ventilation may clear smoke if the area is not alight. Once it is, it makes things worse

That's only partly true. If the airflow is fast enough the gases that actually burn are removed from the surface before they can ignite, in effect you can blow the flame out. Some fire services will actually bring big fans with them and knock a hole in the building and blow a lot of air through and it will help put the fire out. Its not going to happen in the UK as its difficult to knock holes in brick buildings. Even you must have seen them putting oil well fires out using jet engines mounted on trucks to blow them out.
