To the control panel for mouse cursor settings.

As this is an Accessibility Feature, you can make the mouse cursor much larger. That may be sufficient to avoid editing the cursors.

IIRC there used to be (Windows NT/98 era?) a Windows Power Toy for choosing fancy cartoon cursors, some that you could use to replace the standard 'system busy' hourglass that the cursor would habitually become during some system disc thrashing....

During which, a colleague of old would loudly proclaim to the rest of the office, 'I'm just taking my dinosaur for a walk.....'

OK, I don't use Edge and prefer to get to the Control Panel in a more traditional way!

I am creating a cursor programmatically which contains the text that is being dragged together with the appropriate copy/move/link indicator.

I us a left handed mouse pointer normally which I created back in Win 98 times but couldn't remember what I used to create it, the older versions of Windows came with much more useful utilities for a programmer than it does now!
