You can do it with Adobe Acrobat Pro
gimp will render a PDF at any DPI you like and can then save it in any raster form you want, be it PNG, GIF, JPG etc. And it's free. and works very well on Windows as well as everything else.
The snipping tool in Windows 7 will save anything you can see on your screen to jpg
In Acrobat Reader, click "Edit" and then "Take a snapshot". Cursor becomes a cross. Click and drag to highlight the area you want to turn into a JPG. Then open Paint, or any other image program, paste the image and save in whatever format you want.
I use GIMP
freeware on Linux, and probably windows.
Thats as good as anything else..
But that will only give you screen resolution - whereas the original PDF file may be much higher res.
Open it in Preview and do a Save As. Simples.
My first resort for any graphic file is Irfan View. Always worth having on hand.
Its free on windows, as is nearly all the useful free software.
What OS?
I normally use Imagemagick to do it in Linux.

Yebbut.... Gimp is a bit of a beast to learn, and is really not for the faint-hearted!
Good for taking a section. Sometimes you may have to look under "Tools" or "Selection Tool".
Or just "Copy File to Clipboard" and paste to Paint, etc. Note that these methods just do one "page" at a time, not a whole multi page document.

A Linux file I was using in Ubuntu UE could do batch of hundreds of files from one type to another.
I forget how but it was a piece of cake.
