Does anyone know what are the extra building regulations that need to be satisfied when converting a house into flats?

There's no _extra_ Building Regulations that apply; there is only one set of Building Regulations

5 & 6 define a change of use and detail the Parts that apply to it. You then need to read the Approved Documents for those parts

other Regulations are also relevant (depositing plans, giving notice, workmanship, etc).
