Piece of 3mm stainless steel sheet same shape as whole black plastic piece including handle. Hammer into shape over a wooden mandrel and cut out hole for blade. File smooth. Small panhead screws to hold on blade.
Could just bolt on a new handle, but the rest of the plastic would break.
Probably easier to attach wood to the back of the whole thing, with holes for shaving escape.

Funny looking rasp, not like a Surform or traditional rasp, more like a kitchen grater. Just use it as is, holding the sides. Or if you must have a handle, make a wooden replacement for the whole plastic part and fix the blade to that. Note that it appears to cut on the pull - were you pushing too hard?
