What do you mean by a 'bathroom vent' - just a hole in the wall?
These days all new bathrooms *have* to have an electric extractor fan fitted, so the answer has to be 'yes' I suppose. But having said that, if your particular bathroom has had no damp/smell/condensation/mould problems for the past 60 years, then maybe, why bother?
