I have a the above boiler which once the CH system is on the pressure builds up to over 3bars which then activate the pressure relief valve to blows the pressure to 0, I have check the filling loop to ensure it is fully closed. Any other Idea..

Pressure vessel is not working. Either the membrane has split (type valve yields water when pressed -- new vessel required) or the air has leaked out (pump up with a bicycle pump, although new tyre valve maybe required).
If a new one is required and it's buried inside the boiler, you can just fit a new one somewhere on the external pipework and forget about the one inside the boiler. It should be fitted on the inlet side of the pump, and not too far away from it.
