It's what happens if you deregulate banks, to make it 'easier' for people to buy homes. The supply of lending goes up, whilst the housing stock is more or less fixed. There's only one possible consequence, ie prices go up.

Of course, now, we're stuck with it, as pulling the plug on lending would make prices collapse again.
