vinyl siding missing on exterior wall of fireplace . should it be fixed?

Yes, it should and you should get a Siding Guy over as soon as possible for a quick and cheap permanent repair, it won't happen again and keep the place aesthetically pleasing. Letting water run behind the siding is an extremely bad thing, if there's any wood type products that the siding's attached too or now open stucco or mortar holes.
