I just purchased a mobile home and when the temps fell below freezing the drain lines froze. I had been told you dont have to worry about that but I guess you do. Can I add heat tape to pvc pipe or will it melt.
What if I just turn it on as needed?

No, heat tape won't transfer any nor nearly enough heat through the PVC to do anything. You need the pipe's area air-sealed and insulated so the home's radiant heat keeps everything above freezing, in even the worst conditions. Sorry, no cheap or easy fix for you.
