under kitchen and bathroom sinks, can i use abs pipe or do i have to use fire rated pipe ?

Any sink plumbing assembly for just under sinks is fine, ABS, PVC, Polypropylene, Brass, Galvanized, Copper or Chrome Plated Brass. Only a cup or 2 of water resides there and wouldn't cause any damage below nor initiate any gas explosions during a fire.
- Beyond the incredible fear-mongering nonsense of liars and frauds, sewer gases aren't lurking behind ANY trap just waiting to pounce. In fact, gases are no different than water and will only choose the main vent or path of least resistance. Commonly, the stink you get from a pipe is just from rotting organics in that line itself.
