Our Hot Water Tank is Giving Up?

We have a 40 gallon water tank that is slowly loosing the hot water. We have to adjust the taps during the shower so the hot water would lasts and runs a bit longer. I think the tank is almost 16 years old, but still looks good. Not sure if there is a sediment on the bottom or if I should try to drain it somehow. I lifted the \"Release Valve\" on \"Top\" and about gallon of dark dirty almost black water poured in to a container trough the house. More water came out clean on second try.



My question is: Would the \"Bottom check valve\" help if I drain the whole tank? Not sure if I should do that. I could shut off the pilot light and drain all the water? How else could I get more hot water back? What else can I check?
