I cleaned and sanded surface, Applied latex satin paint and it seemed to clump and had long "snot" like trails
problems in applying latex paint it gets "snotty"

That's what happens when you don't properly remove the dust from your sanding area. Blowing and brushing is not enough. You must damp rag or sponge or, at a minimum, wipe with cheesecloth. I prefer a vacuum with a dusting brush to clear crevices and the overall bulk.
