how to fix a bad mud/tape drywall job. room was already painted; look horrible

Short of replacing the drywall entirely and installing it correctly...Vertically or Parallel with structural framing and back-blocking any and all unsupported edges. You can either scrape, grind and sand all joint treatments off, without ever damaging the drywall's paper. Or, you can skim-coat everything with new tape over the old work. Works very well.
