When installing new casing to a new window installation is it better to lay the four pieces down and assemble them like a picture frame, or just go ahead and carefully install each of the four pieces one at a time?

do them one at a time. measure each angle to make sure your cuts definitely need to be 45 (in case your window frame is off). unless you're doing but joints, in which case there are no angles... great how to vid here:
