Window AC Compressor won't shut off

LRA (Locked Rotor Amps) is onlly an issue if the compressor motor jams. However, the lower amp rating suggests the 110 volt thermostat might not have sturdy enough electrical contacts. The worst that could happen, the contacts might weld shut and you'd have a second thermostat that's bad.

It's my experience with motor run caps, they don't hold a charge after the unit is turned off. If you're concerned, short the leads to each other, not to ground.
