I actually saw no sign of any of those things, though of course I wasn't on the street much.
But even if they had them, they were not held between midnight and 7AM.
If someone abandoned a rusty Le Baron dripping gasoline in front of my house, I'd have it towed away too.
Never stayed under that long to find out but it is the same as city water so you could try it in the tub. Wanna borrow my hookah?
There was a good welding shop only a mile or so from my home, and he did a couple things for me. But the last time I went there, he had some local kid who was sort of an apprentice, and I'm sure the job I gave him was somewhat difficult, more than he was used to, and he kept putting a new hole in the plate for everytime he welded it. Now I can't remember what it was, but it was on or near the oil furnace. I think I'm still using it. The first part of the flue, maybe. He also had a job in an auto repair shop a few hundred feet away. It was almost like he knew the welder was away for a few weeks and was just hanging out there, taking work, without telling the owner, and doing the best he could. I think the whole shop is used for something else now.
