When in doubt, look at the manufacturers instruction but it looks like a 70a breaker to me ... on 4ga copper wire..
Duh!!! The answer is in your question. It's a 54 amp heater so you need a 54 amp breaker. DUH!!! (rated at 220V). How hard was that?
