Water still flowing

I am having trouble with a pvc pipe. The pipe is part of the yard sprinkler system. Even after I shut off the water, street meter and indoor handle, water is still flowing (very little). I want to cap up but it is not dry. Any suggestions?

Have you considered a shark bite cap ? I don't usually recommend them but ...

Try "Wet or Dry blue" PVC cement. If you can hold the cap on for a minute or two, it should hold. Open a valve somewhere else to relieve the pressure.

Would something like a muffler clamp be of any use to hold the cap on?

Any chance of opening a valve or fitting at a lower point so that the water runs out there instead?

Then as another says, be good to replace the leaking valve...and if the city cutoff doesn't, they should be notified to replace/repair it.

Old plumbers trick I first saw about 60 years ago. Stuff sliced bread into the pipe, dry, cap, done.

Works on soldering pipes too if you have to replace a valve or fitting as the bread can be pushed out by water easily to clear the pipe.
