First of all, Katrina was the third major Hurricane to hit the US
within two months. That resulted in most of the emergency resources
having already been commited elsewhere and were not easily moved.
Most of those resources were volunteers who had jobs and families to
attend to and were tired and needed a break.
Second, everybody with half a brain knew that New Orleans needed to be
totally evacuated well in advance of Katrina landfall. It was one of
the most stupid decisions by the Mayor of New Orleans that I have ever
witnessed and the only reason he was not raked over the coals for it
was because the media was afraid of saying anything against a black
Third, the entire infrastructure of the New Orleans area was rendered
unusable by the storm. Roads into New Orleans were flooded, bridges
were destroyed, electricty was knocked out, and the ability of the
volunteers to reach the area (volunteers who must find their own way
to each disaster) was blocked from every direction.
Fourth, the funds for maintaining the levies in New Orleans were being
syphoned off and used for everything except maintaining and upgrading
the levies. It was far more important to the political establishment
to have that money for casinos and gambling than for maintaining their

admit that he as been the guy in charge of an administration that:
1) bungled a war (and pacification) worse than anything since Vietnam
