Can A dual voltage tandem breaker be installed to power up to different circuits? 15/20 .

Short answer probably yes. AFCI and GFCI rules may come into play but generally speaking it is OK and actually required if you are sharing the neutral. Make sure you label it well enough to understand what is going on a few years down the road.
