Never seen one that wasn't. Safety reasons I think.

The better powder actuated fastening tools (particularly Hilti) are a bit closer to semi auto, in that they are fed their loads via 10 rnd strips and have fastener magazines for strips of 10 fasteners. You still have to physically cycle the action rather like a pump shotgun, but you don't have to load an individual charge and fastener every time.
