I saw this on "What on Earth".
Two towns were destroyed by an earthquake. One of the towns was covered in concrete as a memorial.

Weird. Don't get it.
The only thing that hints of a memorial to me is the structure in the 5th picture of the slideshow. I always expect to see a cross or two.
