O T Using the seat light in an airplane

OT In an airplane sitting next to someone you don't know, is it permissable, within etiquette, to turn the seat light on when the other person doesn't want it on?

For example, I want to read and she wants to nap. Even though it's 7PM.

What if it's 2AM? Aren't the lights designed to point just in front of each person, to illuminate what he would be reading. That's why there are separate lights for each seat. Therefore they shouldn't be very noticeable to others.

Are there other rules?

Does anyone here know about etiquette other than American?
